Chapter 156-14 describes the continuing education
requirements for contractors wishing to renew their home
improvement licenses.

156-14. Application for
renewal license. [Amended 4-7-2006 by L.L. No. 8-2006]
Applicants for a renewal license shall
provide all of the information required by § 156-13 above
and, in addition, shall provide proof of five classroom
hours of continuing education within the one year prior to
the renewal period. During the first year of this law, in
the event that a licensee cannot demonstrate all of the
required hours of continuing education, the Building
Inspector may process the renewal application, but the
licensee will be required to complete the remaining balance
of continuing education hours for that year, together with
the additional five hours of continuing education required
for the following year, prior to the time of licensee's next
renewal application. If the applicant is a corporation,
limited-liability company or partnership, then all
individuals listed on the application as required by §
156-13B(3) shall provide proof of the required continuing
education. Such continuing education shall be provided by a
recognized training facility such as an accredited college
or university providing construction or construction-related
courses towards a construction-related degree or courses
provided by the National Association of Home Builders (NAHB)
or certified safety courses approved by the Occupational
Safety and Health Administration (OSHA) or be otherwise
approved by the Building Inspector as suitable for
continuing education credits. The Building Inspector will
maintain a list of continuing education courses that he has
determined qualify as educational credit for licensee's
review. In the event that a licensee should wish to have
credit for a course not yet recognized by the Building
Inspector, such licensee may submit to the Building
Inspector for his review, either prior to or after
attendance at any such course or training event,
documentation to enable him to determine whether or not such
event qualifies for continuing education credit(s). In the
event that the Building Inspector should deny credit(s) for
such event, the licensee may appeal such determination, in
writing, filed within 30 days of the date of filing of the
Building Inspector's determination, to the Contractors
Licensing Review Board. The Building Inspector may, in
instances where he is unable to make a determination, refer
the information directly to the Home Improvement Contractors
Licensing Review Board for its review and determination.
Applicants shall have the right to "carry over" up to three
continuing education credits earned during the prior year's
licensing period to the following licensing period. Except
as hereinbefore noted, continuing education credits may not
be carried over from one licensing period to another.
